That makes sense — with 2–3 people you should not pay for a full ERP. Solo is not 25 modules. It is a narrow menu: quotes, jobs, photos, hours, expenses, customers, invoices. Warehouse and accounting sit in Pro when you actually need them. Until then you do not pay for them.
